BNET Offers Emergency Reentry Solution in Response to Maui Disaster Recovery

FULTON, N.Y., Sept. 15, 2023 ~ In 2004, New York City initiated the Corporate Emergency Access System (CEAS) program to provide access placards to West Maui residents in the event of a disaster. Since then, Massachusetts and Rhode Island have followed suit, along with major northeastern cities, citing the potential for post-disaster reentry complications in this densely populated region of the country.

The CEAS program is designed to identify essential employees to law enforcement during a crisis. It provides standard, virtual, and placard credentials that businesses issue to their esssential workers. Business Network of Emergency Resources (BNET) partnered with NYC Emergency Management (NYCEM) in 2015 and MEMA in 2017 to adopt the statewide CEAS program.

However, a recent incident in Maui has highlighted some of the issues that emergency managers face when it comes to post-disaster reentry. The system was canceled just hours after rollout began due to "overwhelming demand from non-essential individuals and non-Maui residents who have flooded the distribution areas," according to the Maui Police Department. This highlights the importance of having an emergency access plan in place before a disaster occurs.

Emergency managers must consider how they will deal with reentry after every disaster. Some jurisdictions are concerned with having an evenhanded approach, while others want to use protocols based around strict authentication and tier classification of individuals. Businesses are different from residents and should be given priority when it comes to reentry as they drive community recovery.
