NEW CITY, N.Y. - Nyenta -- Daryl Guberman, CEO of GUBERMAN–PMC, LLC, has issued a formal demand (July 2025) for a personal meeting with Senator Richard Blumenthal, Chairman of the Senate Homeland Security and Governmental Affairs Committee (HSGAC). His request centers on a coordinated, government-enabled accreditation and certification monopoly involving DHS, Boeing, ANSI–ANAB, and international oversight bodies like IAF and ILAC.

Blumenthal chaired two hearings on April 17 and June 18, 2024, where former Boeing CEO David Calhoun testified. On April 17, whistleblower Sam Salephour exposed major structural flaws in the Boeing 777 and 787. But a second, explosive revelation came from the gallery—Guberman, standing with two documents Boeing couldn't ignore.

Boeing Supplier Bulletin mandating all suppliers adopt NADCAP National Aerospace and Defense Contractors Accreditation Program certification through Performance Review Institute or lose business.

A July 2002 Boeing Supplier Bulletin mandating all suppliers adopt AS9100 certification through ANSI–ANAB or lose business.

The notifications April & July 2002 stated by Boeing giving up onsite supplier audits and if need be or need arises they would send auditors to facilities. Suppliers would send in certifications and parts and as Boeing stated this would reduce redundant inspections.

Worse still, Boeing's Vice President Elizabeth Lund admitted publicly in 2024 that Boeing was only now planning to pursue AS9100 certification—after 22 years of enforcing it on others as the OEM (Original Equipment Manufacturer).

Boeing is "willing and prepared" to obtain AS9100 certification, an internationally recognized aerospace standard for quality that the plane maker requires for its suppliers, she said. "This isn't just hypocrisy," Guberman said. "It's systemic antitrust abuse. Boeing dictated AS9100, appeared on ANSI–ANAB's certification committee, and pretended to play judge while breaking the rules themselves."

Boeing's Deception: They Were not Certified, Yet Acted Like the Authority

For over two decades:


Boeing listed ANSI–ANAB as their exclusive accreditation body on their Supplier Portal.

Boeing was featured on ANSI–ANAB's website as part of the Management System Accreditation Committee (MSAC)—granting, suspending, and withdrawing certifications.

All the while, Boeing was never AS9100-certified over 22 years—despite being the original equipment manufacturer (OEM).

"You can't demand your suppliers follow laws you don't follow yourself—especially when lives are at stake in aviation," Guberman said.

DHS, NIST, DOJ, and Commerce All Complicit

The federal government isn't just looking the other way—they're involved:

DHS, DOJ, FDA, and the Department of Commerce are customers and board members of ANSI–ANAB.

A DHS official received $262,000 in compensation from ANSI–ANAB while serving in public office and federal salary.

A NIST (Commerce Department) official received $120,000 from ANSI–ANAB while serving in public office and federal salary

Senator Blumenthal maintained a visible partnership with NIST's MEP (Manufacturing Extension Partnership), including events with Bonnie DelConte, president of CONNSTEP 2006-2020,Connecticut's MEP branch. Relationships and co-funding of other non-profit agencies was jokingly called "money laundering". NIST-MEP (National Institute of Technology-Manufacturing Extension Partnership) would become a sponsor for other nonprofits, give them money and then they would give us money.

1. Money Laundering – 18 U.S. Code § 1956

If federal funds are intentionally cycled among nonprofit entities (e.g. NIST‑MEP affiliates) to obscure the source, purpose, or actual recipient of the funds, it may meet the legal definition of money laundering under 18 U.S.C. § 1956  .

2. Conspiracy to Defraud the U.S. Government – 18 U.S. Code § 371

Misrepresenting or improperly structuring federal funding flows to deceive oversight agencies, auditors, or grantors could constitute a conspiracy to undermine federal grant accountability under 18 U.S.C. § 371 .

3. False Claims Act Violations – 31 U.S. Code § 3729

Misuse or misrepresentation of federal grant funds—such as reporting fictitious costs, recycling funding among entities, or inaccurately attributing expenses—can violate the False Claims Act's protections against grant fraud  .

4. Misuse of Federal Funds – 2 CFR Part 200 (Uniform Guidance)

Grant recipients must ensure costs are reasonable, allocable, and allowable, and maintain proper financial management and conflict-of-interest policies. Using federal funding to pay inflated management salaries or shift funds between entities without disclosure may breach these principles.

5. Violation of Tax-Exempt Organization Rules (IRS 501(c)(3))

If NIST‑MEP or affiliated nonprofits engaged in self-dealing or provided private benefit transactions—especially through undisclosed inter-entity financial flows—they may risk losing tax-exempt status or face civil penalties  .

Antitrust, Fraud, and Ethical Violations – Key Allegations BOEING, FEDERAL AGENCIES ANSI-ANAB, IAF/ILAC:

1.  Boeing's AS9100 Certification Fraud (2002–2024)
  • Enforced AS9100 under ANSI–ANAB monopoly, yet did not hold AS9100 certification for 22 years.

3.  International Cartel Coordination
  • ANSI–ANAB is tied to IAF (Delaware) and ILAC (Australia).
  • These foreign-tied accreditation groups enforce global     monopolies under a framework of "mutual recognition"—placing international control over U.S. industry safety.
