~ New Rochelle, NY - The City of New Rochelle has announced that they are now accepting applications for individuals interested in joining the Citizen Complaint Review Board (CCRB). This board, consisting of seven members, will be responsible for reviewing written civilian complaints and investigations regarding the police department. The CCRB will also issue public reports on each complaint after both the internal police investigation and the CCRB's review are complete.

According to the press release, the board will be made up of one member appointed by the Mayor from the city at large and six members appointed by City Council, one from each district. All appointees must be approved by the City Council. The initial terms for board members will vary, with four serving three-year terms and three serving two-year terms. Members will receive an annual stipend of $1500, while the Chairperson will receive $2500. The Chairperson will be selected by both the City Council and Mayor from among the seven appointments.

The CCRB is expected to meet at least once a month on a schedule determined by the Chairperson. They will also hold public meetings at least once every quarter at City Hall, as well as an annual meeting. In order to be considered for a position on the board, applicants must demonstrate a commitment to impartiality, fairness, transparency, and public accountability.

Interested individuals must meet certain criteria in order to apply for a position on the CCRB. This includes submitting to a background check and signing a confidentiality oath. Applicants cannot have current or prior employment in law enforcement or have any relatives who are current or former law enforcement agents. They also cannot hold any positions in government office or be employed by the city. Additionally, applicants must not have any felony convictions within the past five years or be on parole or probation during that time period. They must also be 18 years of age or older and reside in New Rochelle.

Members of the CCRB will be required to undergo training, including a 25-hour Citizens Police Academy, a 9.75-hour course from the National Association for Civilian Oversight of Law Enforcement, and a 2-hour overview of New York State laws.

Detailed information about the CCRB and the application process can be found on the City's website. Applications can be submitted online or in person at the City Manager's Office in New Rochelle City Hall during business hours. The deadline for applications is March 7, 2025 at 4:30 PM.
