~ New Rochelle, NY - In the early hours of November 6th, 2024, New Rochelle Police received a call regarding a burglary in progress at a residence on Lispenard Avenue. The victim, who had previously been targeted by the same suspect in August of last year, noticed suspicious activity on her Ring security camera. The footage showed the suspect attempting to break into her home once again.
According to reports, the suspect forcefully entered the home through a lower window, knocking out an air conditioning unit in the process. The victim and her daughter, who were home alone at the time, immediately called 911 for help. Thanks to their quick actions, police were able to respond swiftly.
Upon arrival at the scene, officers established a perimeter around the residence and observed the suspect inside. They gave him commands to surrender and he was apprehended without incident as he attempted to exit through the same lower window.

The victim had an active Temporary Order of Protection (TOP) against the suspect from a previous burglary in August 2023. It was reported that the suspect believed his grandmother had once lived at the victim's residence, although there is no known relationship between them. The exact intent of the suspect remains unclear at this time and police are continuing to investigate all aspects of the incident.
The suspect has been identified as 23-year-old Francis Voltaire from New Rochelle and is currently in custody as the investigation continues. He is facing charges under New York State Penal Law Sections 140.25 for Burglary in the Second Degree (a Class C felony) and 215.51 for Criminal Contempt in the First Degree (a Class E felony).
This incident serves as a reminder for residents to remain vigilant and report any suspicious activity immediately to authorities.
