(Sept. 23, 2025 Phoenix, AZ)  The Institute for Exoconsciousness (IEXO) proudly marks the first anniversary of the Planetary Constitution, a groundbreaking document affirming humanity's fundamental right to consciousness and recognizing our evolving interstellar identity. Signed on September 20, 2024, the Constitution serves as a foundation for peaceful, cooperative, and conscious interspecies relations.

This milestone arrives at a crucial turning point in global space policy. Sean Duffy, Interim NASA Administrator, recently accelerated the agency's focus on:
  • Deploying a nuclear reactor on the Moon by 2030
  • Reframing lunar and Martian exploration within the scope of national security and potential space militarization
  • Transitioning from the International Space Station to commercial space platforms
  • Redirecting NASA's focus from Earth-climate research to deep space and exoplanet exploration

While these developments reshape humanity's presence in space, the Institute for Exoconsciousness calls for a parallel advancement—one that includes the voices of Contactees and Experiencers, individuals with verified contact with non-human intelligences.

"The Planetary Constitution is more than a document—it's a declaration that consciousness is the cornerstone of both human rights and peaceful interspecies cooperation," said Dr. Rebecca Hardcastle Wright, Founder of IEXO and former DC representative for Apollo 14 astronaut Dr. Edgar Mitchell's Quantrek Science team. "As governments and corporations expand into space, we must expand our consciousness in equal measure."

The Planetary Constitution outlines a framework for future diplomacy, urging the inclusion of individuals with direct experience communicating with non-human intelligences. Their insights are seen as essential to building ethical and effective intergalactic relations.

Among the original signatories of the Constitution are:
Nancy du Tertre, JD, Susan Manewich, MA, Linda Martuch, and Rebecca Hardcastle Wright, PhD.

From the Constitution:

"Contactees and Experiencers can communicate with—and thereby gain a better understanding of—Non-Human Intentions, Capabilities, and Plans than traditional Government Space Programs or existing Human Technologies."

"Their inclusion will reduce the likelihood of planetary conflict and increase the chances for peaceful cooperation, accurate communication, and interspecies respect."


Dr. Carol Rosin, a pioneering advocate for peace in space and a key figure in international space diplomacy, offered this reflection on the anniversary:

"The Planetary Constitution reflects the very principles I worked toward with Dr. Edgar Mitchell—preventing the weaponization of space and fostering a reality where contact is met with consciousness, not conflict.
