~ The City of Rochester is seeking input from its residents on the outcomes of various programs and projects funded by the U.S. Department of Housing and Urban Development (HUD). The draft Consolidated Annual Performance and Evaluation Report (CAPER) provides an assessment of the city's expenditures and accomplishments achieved with federal grant funds received from HUD during the period of July 1, 2022 through June 30, 2023.
According to the report, the CAPER measures the city's progress in implementing its 2020-24 Consolidated Plan and its one-year 2022-23 Annual Action Plan. It also includes an attachment detailing additional spending and accomplishments made using $12,697,579 in HUD funds received through the CARES Act in response to the COVID-19 pandemic.
The city is required to submit the 2022-23 CAPER to HUD by September 15, 2023. However, before its submission, members of the public are encouraged to review and provide comments on the report from August 30 through September 14, 2023. Comments must be received by 5 p.m. on September 14th and can be sent to City Hall or via email to Henry Fitts, Grant Management and Research Coordinator at HUDFunding@cityofrochester.gov.

In order for comments to be included in the final CAPER document, they must include the name and address of the individual or organization submitting them. Email comments must also have "2022-23 CAPER" in the subject line.
For those interested in reviewing a physical copy of the draft CAPER, it is available upon request at various locations including City Hall, Northeast Neighborhood Service Center, Northwest Neighborhood Service Center, Southwest Neighborhood Service Center, Southeast Neighborhood Service Center, and on the City of Rochester website under Consolidated Annual Performance Evaluation Reports.
