~ Rochester, NY- Mayor Malik D. Evans has announced the appointment of Dhimant Master as the City's first Chief Data Officer. This new position will oversee the implementation of a comprehensive data strategy and promote an evidence-based culture within the City workforce.
According to Mayor Evans, Master's extensive experience and expertise in data analysis make him the perfect fit for this role. "Dhimant Master brings a deep insight into the dynamic applications of data and will help us improve customer service and develop even more effective programs that deliver measurable results for the people of Rochester," said Mayor Evans.
In his new role, Master will be responsible for advancing the City's ability to use data in decision making, program evaluation, and policy implementation. He will work closely with departmental leaders, staff, and other stakeholders to integrate data analysis into City operations and measure the effectiveness of City services for residents, employers, and visitors.
Master is excited about this opportunity to contribute to the strategic direction and operational improvements of Rochester. "Throughout my career, I have cultivated a passion for fostering data-driven cultures and leveraging data to drive meaningful insights and outcomes," said Master.

One of Master's key responsibilities will be overseeing Rochester's participation in Bloomberg Philanthropies' What Works Cities Certification process. This program aims to establish a standard of excellence for data-driven local government management. In 2022, Rochester was one of only 11 cities worldwide to be inducted into Bloomberg's City Data Alliance, which provides consultation and coaching on using data to improve municipal services.
With almost 20 years of experience under his belt, Master is well-equipped for his new role with the City. He previously served as head of Business Intelligence, Analytics, Data and Robotics Process Automation at Crown Castle Communications Infrastructure Company. He also held senior management positions at American Tower Corp. and Xerox Corp.
Master holds master's degrees from both University of Rochester and Syracuse University. He is currently working towards completing a master's degree in data science at Harvard University.
Mayor Evans believes that Master's appointment will greatly benefit the City of Rochester and its residents. "The City data strategy and the data maturity of our workforce are critical components of our efforts to create a safe, equitable and prosperous Rochester by inspiring hope and delivering opportunity for everyone," said Mayor Evans.
