The below ~ Rochester City Seeks Community Input on Federal Funding Plans

The City of Rochester is currently in the process of preparing its Five-Year 2025-29 Consolidated Plan and 2025-26 Annual Action Plan, and is seeking community input on the use of federal funding from the U.S. Department of Housing and Urban Development (HUD). This comes as a result of a public notice issued by the city, which supersedes a previous notice from February 25, 2025.

The new notice includes information on substantial amendments to prior year Annual Action Plans and an amended Citizen Participation Plan for 2025-29. It also revises the dates for the public display and comment period, which was originally scheduled to begin on April 22.

According to HUD program regulations and the city's Citizen Participation Plan, the Consolidated Planning process is a requirement for direct financial assistance from HUD. The plan identifies priority needs and goals that will guide the city's use of funds received from four HUD formula grant programs: Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

The upcoming Five-Year 2025-29 Consolidated Plan will establish a strategic framework for how the city will use its HUD funded community development activities over the next five years. Additionally, an Annual Action Plan will be produced each year to allocate HUD grant funding to specific projects in line with the priority needs and goals identified in the Consolidated Plan.

For the program year beginning July 1, 2025, the City of Rochester anticipates receiving $8,201,087 in CDBG funds, $2,340,323 in HOME funds, $714,761 in ESG funds, and $1,132,150 in HOPWA funds. The city also plans to allocate up to $650,000 in CDBG Program Income and $559,235.19 in HOME Program Income in the 2025-26 Annual Action Plan.

To gather community input for the development of the 2025-29 Consolidated Plan, 2025-26 Annual Action Plan, and 2025-29 Amended Citizen Participation Plan, the city will be conducting a three-phase public engagement process with various methods for participation.
