~ Rochester Mayor Malik D. Evans has announced the implementation of a new "Special Event Zone" in the city's East End district on Saturday nights. This decision was made in collaboration with the City of Rochester Law Department, the Rochester Police Department, and local business owners as part of the Mayor's Gun Violence State of Emergency.
The main goal of this zone is to improve safety for patrons of bars and restaurants in the area. According to Mayor Evans, "One or two people who choose to bring a weapon to a Saturday night out should not be allowed to impact the hundreds of people who want to enjoy themselves at a local establishment." He believes that this new measure will encourage the continued vitality of the East End bar district while also ensuring the safety of its patrons.
Starting on September 28th, between 10 p.m. and 3 a.m., pedestrians will only be able to enter the Special Event Zone through four designated locations: Chapman Alley and Alexander Street, East Avenue and Alexander Street, East Avenue and South Union Street, and Lawrence and Charlotte Streets. Only individuals over the age of 21 will be allowed entry, and photo identification will be required. Upon entry, patrons will receive a wristband. It is important to note that establishments within the zone will still be required by New York State law to check IDs before serving alcohol.

To ensure maximum safety within the Special Event Zone, backpacks and other large bags will not be permitted. In addition, several streets in the area will be closed off to vehicular traffic except for residents and employees. These include Alexander Street from Chapman Alley to East Avenue, Gardiner Park, Dryer Alley, Lawrence Street, Shuart Street, and East Avenue between Alexander Street and South Union Street. However, South Union Street will remain fully accessible in both directions.
Parking within the Special Event Zone will only be available at a designated lot located at the corner of South Union Street and East Avenue. This lot can only be accessed via South Union Street, and no other parking will be allowed within the zone. Mayor Evans encourages the use of ride-sharing services, but pick-ups and drop-offs must take place on East Avenue, either east of Alexander Street or west of South Union Street. Ride-sharing within the Special Event Zone will not be permitted.
