YONKERS, NY ~ Yonkers Mayor Mike Spano has announced the appointment of Effie Phillips as the city's new Community Advancement and Recruitment Officer. The decision was made in an effort to further promote equity and inclusion within the municipal workforce.
Phillips, a long-time community member and job readiness trainer, brings 20 years of experience in case management, job placement, and human resources to her new role. She has also been an active volunteer in various community organizations, including serving as Vice President of the National Council of Negro Women-Hudson Valley Section and a lifetime member of the NAACP Yonkers Branch.
In his statement, Mayor Spano emphasized the importance of taking action towards equity and inclusion rather than just viewing them as values. He expressed confidence in Phillips' expertise and her ability to help diversify Yonkers' workforce to better reflect the community it serves.
As Community Advancement and Recruitment Officer, Phillips will serve as a strategic advisor on equity-related hiring practices and strategies. She will work closely with the Mayor's Office, Human Resources department, department leaders, and community stakeholders to ensure that equity is embedded throughout the city's recruitment and community outreach efforts.

Prior to joining the City of Yonkers, Phillips served as an Election Inspector Coordinator for the Westchester County Board of Elections. In this role, she trained poll inspectors and monitored human resource information and documentation. She also has previous experience working for U.S. Congressman Eliot Engel where she managed constituent services and local issues for the Congressional district.
Phillips holds a degree in Organizational Management from Mercy College. With her extensive experience in case management, job readiness training, and community leadership roles, she is well-equipped to take on her new role as Community Advancement and Recruitment Officer for the City of Yonkers.
